TIPS Development Dialogue held on 19 March 2025 This development dialogue aimed to encourage discussion on the implications of the changing world for industrial policy in South Africa. Inputs related to the meaning of inclusive industrialisation in the South African context; TIPS’s work on beneficiation; the climate crisis and industrial policy; and localisation. The debate should help develop innovative approaches to industrial policy that are tailored to South Africa’s changing realities. ABOUT THE SPEAKERS Chairperson Zukiswa Kimani is the Chief Director, Industrial Policy at the Department of Trade Industry and Competition (the dtic). Speakers Dr Neva Makgetla is a Senior Economist at TIPS. Neva has published widely on the South African economy and worked for many years in government. Nokwanda Maseko is a Senior Economist at TIPS. Her work is at the intersection of industrial policy, gender and the just transition. She previously worked as a Budget Analyst at the National Treasury, and as an Assistant Director for Industrial Policy at the Economic Development Department. Lucas Mthembu is a Researcher at TIPS. His research interests include industrial policy, global value chains, and socioeconomic development. Muhammed Patel is Senior Economist at TIPS. Muhammed’s background spans work on sustainable production and the Just Transition.
