In the bowl of an electric mixer fitted with the whisk attachment, begin whisking the egg whites on low speed. Add the cream of tartar and salt and bring the speed up to medium. Once they begin to foam, start adding sugar one spoonful at a time. Once you’ve added all the sugar, increase to high speed and whip until they come to firm peak stage. Add the vanilla, mix until it is all blended well. Pipe out small meringue dollops onto a baking sheet with parchment paper. . Bake for 70-80 minutes. remove from the oven and place on a cooling rack until totally cooled. Melt the chocolate chips and dip the bottom of the cooled meringue in it, and roll in the crushed candy canes.
