CROATIA: VUKOVAR: POSSIBILITY OF PEACEFUL CO-EXISTENCE IS SMALL

(4 Nov 1995) Serbo-Croat/Nat No matter what their leaders may agree to at the peace talks in the United States, many Croats and Serbs see eye-to-eye on one thing: nothing will persuade them to live together again in Croatia. This is clearly summed-up at the town of Vukovar, in the Serb-held part of Croatia known as Eastern Slavonia. It was flattened by Serb forces in the 1991 Serb-Croat war and eventually taken by rebel ethnic Serbs later that year. Croatia's threatened to retake the area by force -- which could easily derail any peace agreements brokered in the U-S. Vukovar, in eastern Slavonia -- the only Serb-held part of Croatia. The town was flattened by Serb forces in their war with the Croats five years ago and later captured by Croatian Serbs. Before the war. the once-thriving Danube River town was home to 70-thousand people, about 43 percent Croats and 37 percent Serbs. Now, about 5-thousand Serbs eke out an existence there in basements and partially restored houses. Some cafes and shops have reopened in the centre, but virtually all other buildings are bombed-out shells. The Serb-Croat dispute over the easternmost slice of Croatia is a lasting obstacle to any peace deal in neighboring Bosnia. The President of the rebel Serbs there suggests a five-year cooling-off period defuse the situation. SOUNDBITE: (Serbo-Croat) "Wishing to solve this in a peaceful way, we gave up the idea of being half of Yugoslavia and suggested the transition period of five years to calm down the tension and give enough time to people to put aside the hatred and consequences of the terrible destruction and then to decide what their future should be" SUPER CAPTION: Slavko Dokmanovic, President of rebel Serbs in eastern Slavonia Earlier proposals weren't good enough, said the Croatian Serbs' chief negotiator, because Serbs would have had to leave. SOUNDBITE: (Serbo-Croat) "We refused the latest solution because we cannot accept Croatian police and customs officials on the Danube river because that would mean our population would leave. But we are for peaceful solution and continuation of peace negotiations." SUPER CAPTION: Milan Milanovic, chief negotiator of the Croatian Serbs Croatian President Franjo Tudjman has openly threatened to retake eastern Slavonia by force, as he did other Serb-held land in May and August, raising fears about another Serb-Croat war. Under pressure from Washington, Tudjman and Serbian President Slobodan Milosevic agreed Wednesday to push for a peaceful reintegration of eastern Slavonia and the return of refugees to their homes. But as preparations for the next round of Serb-Croat talks get underway this weekend, both Croats and Serbs are bracing for what could be the next round of war and dismissing the very idea of ever living together again.
