Between Armor and Toughness, if you have a base of 820 armor, half and full armor is the way to go, otherwise, toughness is your only option. Between Agility and Strength, it depends on your weapon, your preference, and your weapon mod. Generally speaking, the high your mod the lower penetration you need compared to other weapons, but if you want the ideal numbers, go download the spreadsheet and follow the video.
