Welcome to NRT Safety Consulting. At the time of observation, a swamper on a high-rise construction project appeared to be exposed to a fall hazard and was not connected to an approved temporary or fixed anchor point. This is a very common condition on high-rise projects. Swampers involved in hoisting and rigging often perform tasks at elevation without adequate fall protection. These roles frequently rely on agility, speed, and a willingness to take unsafe risks — which can lead to normalization of dangerous work practices. When work is performed at height, Regulation 26 (Working at Heights) applies. Fall protection systems, including proper anchorage, must be used to control the risk of a fall. Failure to comply puts workers, supervisors, employers, and owners at risk. This video is a short field observation highlighting why working-at-heights requirements must be consistently applied — especially during hoisting and rigging operations on high-rise construction projects.
