UK: N. IRELAND: PEACE PROCESS LEADERS ARRIVE

(1 Jul 1999) English/Nat British Prime Minister Tony Blair has held face to face talks with all parties involved in the Northern Ireland peace talks. His press secretary Alastair Campbell said the first round table talks for all parties have also taken place. He added that Blair has spoken to U-S President Bill Clinton, who has offered his help to try to help break the deadlock. The different sides gathered again in Northern Ireland, to resume last ditch talks on forming a new government at lunchtime on Thursday. The negotiations broke off in the pre-dawn hours after a deadline passed without reaching an agreement. Before the talks resumed, British Prime Minister Tony Blair, who had set the midnight Wednesday deadline, said a compromise was still possible. He said a lot of progress had already been made in the past few days - comparing it to a historic seismic shift in the political landscape of Northern Ireland. However, the leader of the Ulster Unionist party, David Trimble, and Sinn Fein President Gerry Adams blamed each other for the deadlock. Sinn Fein President Gerry Adams accused the Ulster Unionists of making misleading statements about what happened in negotiations overnight. Adams claims the Unionists rejected his party's proposals without giving them serious consideration. But Unionist leader David Trimble said Sinn Fein is still not satisfying Protestant concerns about the weapons of the Irish Republican Army (I-R-A). Trimble wants the I-R-A to commit to disarming before the new government is formed. SOUNDBITE: (English) "I believe that what we have witnessed over the past few days are literally historic seismic shifts in the political landscape of Northern Ireland. We have for the first time Unionism making it quite perfectly clear and plain that they will share power on the basis of fairness and equality, not just in the executive but in all the institutions, north-south bodies, all the institutions of the Good Friday agreement and we have it clear also that Republicanism is prepared if the institutions are set up and the Good Friday agreement implemented for there to be an end to all the violence and suffering of people here." SUPER CAPTION: Tony Blair, British Prime Minister SOUNDBITE: (English) "We have these historic shifts and we've got somehow to find a way around the problem that remains, which is in my view is no longer one of a basic principle dividing the parties, but one of sequencing and timing." SUPER CAPTION: Tony Blair, British Prime Minister SOUNDBITE: (English) "And now the argument is whether it's day one when we have decommissioning or whether it's a few months on when that happens and that is a small part of what all the Good Friday agreement is about." SUPER CAPTION: Bertie Ahern, Irish Prime Minister SOUNDBITE: (English) "We have to say very clearly, very simply that we are not aware of any commitment, the emphasis is commitment of the Republican movement to decommission. Even if there was a declaration by Sinn Fein it has to be a pre-shift that that would not carry any credibility with the Unionist community." SUPER CAPTION: David Trimble, Northern Ireland First Minister and leader, Ulster Unionist party SOUNDBITE: (English) SUPER CAPTION: Gerry Adams, Sinn Fein President Find out more about AP Archive: http://www.aparchive.com/HowWeWork Twitter:   / ap_archive   Facebook:   / aparchives    Instagram:   / apnews   You can license this story through AP Archive: http://www.aparchive.com/metadata/you...
