Midori Valdivia, Mayor Zohran Mamdani’s nominee to lead the New York City Taxi & Limousine Commission (TLC), faced public testimony before the City Council’s Committee on Rules, Privileges, Elections, Standards and Ethics on March 12th. In Part 2 of the hearing, drivers, advocates, industry representatives, and accessibility groups weighed in on Valdivia’s nomination—highlighting urgent issues facing the industry, including rising insurance costs, driver pay and debt, working conditions, accessibility gaps, and the future of regulation for app-based platforms. Speakers from the New York Taxi Workers Alliance (NYTWA), disability rights organizations, and other stakeholders voiced both support for Valdivia and concern over longstanding industry challenges, including medallion debt, high operating costs, and access to wheelchair-accessible service. Testimony also addressed the impact of the vehicle cap, the need to restore the Accessible Dispatch program, and calls for stronger oversight of companies operating within—and outside—the TLC’s regulatory framework. The City Council is expected to vote on Valdivia’s nomination on March 26th.
