STATEN ISLAND, N.Y. -- At a time when city officials have said affordable housing options are needed throughout New York City, a creative idea to use mobile home parks for this purpose has been floated through a new study. But could it work? As part of a Center for Urban Future study that put forth 250 ideas from New Yorkers to “revive NYC’s economy, spark good jobs, and build a more equitable city,” the idea of using trailer parks for affordable housing was suggested by Jonathan Peters, a professor of finance at the College of Staten Island, Willowbrook. While zoning laws banned mobile home parks in New York City in the 1960s, the Goethals Community was developed in 1969 by Fred and Frank DeDomenico. They were able to get approvals to build the site due to a little-known zoning loophole that allowed mobile home communities on land zoned for manufacturing. Peters said the idea isn’t a new one. Goethals Community park -- the only mobile home community in New York City, which is located on nine acres in the shadow of the Goethals Bridge in Mariners Harbor -- has provided low-cost housing for Staten Islanders for decades. It is a one-of-a-kind development in the city because current zoning laws prohibit such communities in the Big Apple. Peters said mobile homes often offer more space for less money than most apartments, especially at a time when rents have drastically increased in New York City. “The decades-long success of the Goethals Community on the North Shore of Staten Island, the sole trailer park in New York City, provides strong evidence that the city should be open to new, old, and perhaps unconventional urban housing ideas,” said Peters in the report. “Simple and effective regulations could be implemented to assure that the facilities retain their affordable and stable cost status, such as requiring that land be cooperatively owned as opposed to leased or rented,” he added. As part of a Center for Urban Future study that put forth 250 ideas from New Yorkers to “revive NYC’s economy, spark good jobs, and build a more equitable city,” the idea of using trailer parks for affordable housing was suggested by Jonathan Peters, a professor of finance at the College of Staten Island, Willowbrook. To do this, the city would have to amend its policy to allow new trailer park projects. Peters argued that changing the city’s policy would be a win-win in both the short- and long-term for creating construction jobs during the development process and providing additional affordable housing opportunities. “[This] would allow New York City to experiment with new housing options and support the expansion of the housing stock at an accelerated rate, creating jobs in construction in the short run and expanding housing stock in the long run,” said Peters in the report. Ranging in size from two bedrooms with one full bathroom to three-bedroom properties with two baths, some of the mobile homes on Staten Island feature large bay windows and landscaped small gardens. Peters told the Advance/SILive.com he believes that mobile home communities ensure long-term affordable housing. “We keep talking about trying to find affordable housing solutions, and the reality is that local manufactured housing trailer parks are one of the ways that a lot of communities provide lower income households,” said Peters. “Part of the idea I put forward is not just about building a housing, it’s about also ensuring that it has long-term affordability. ...And one of the real challenges in New York City is the cost of land.” In 2017, a two-bedroom home in the community sold for $150,000, according to public records. He said a trailer park would offer lower land prices, and possibly have co-op ownership rights. “Everybody who’s a part owner of it [the mobile home community] would own a piece of land or have ownership in the overall development, like a condo or co-op situation,” said Peters. “That way the landowners would gain over time with that value of the land. But they wouldn’t have to own so much land as needed for a single family house.” He said vacant tracts of land along the East and West shores of Staten Island, much of it currently zoned for manufacturing, would be good locations for mobile home communities. City Hall didn’t respond to requests for comment about the proposal.
