A spokesperson for the Kosovo Energy Corporation said the power plant in Obiliq was running near capacity despite reports of power outages across the country. As temperatures plummeted to -25 C (-13 F), there were power outages reported in many areas due to power cables freezing and other problems with infrastructure. Meteorologists said was it is the coldest weather since 1963, after temperatures dropped to -32.5 Centigrade (-26.5 Fahrenheit) in the eastern city of Gjilan Twin bombings in Kabul on Tuesday killed 22 people and wounded dozens, Afghanistan's Interior Ministry said. The target of the blasts was thought to be an area that includes government and lawmakers' offices, according to an Interior Ministry spokesperson. The first explosion, carried out by a suicide bomber, was quickly followed by a second, caused by car bomb parked near the same site, the ministry said. A public health ministry spokesperson only confirmed that three wounded civilians were brought to hospital. Taliban spokesman, Zabihullah Mujahid claimed responsibility for Tuesday's attacks.
