Highly recommend the ISI bike rack. We have the 2 bike and 4 bike versions, along with towball, 40mm and 50mm hitch versions. I did a lot of research, with my criteria being: 2 and 4 bike comparable at least 100kg total rack capacity: ( my research found most 4 non hang, non vertical bike mount racks are only 60kg rated ). our ebikes without batteries are about 18kg. Built in battery for these bikes would be about 25kg. The step through ebikes can be about 35kg. Think this rack is rated to 250kg (watch your downball weight) high ground clearance: (I have bent a wheel in the past with a low hung rack) no plastic straps used as critical mounting points: (i.e not just for stabilising bike). We have both versions, and for 1.95 wheel width I prefer the wider wheel mount.
