A relocation program for the homeless in San Francisco is intended to provide taxpayer-funded one-way tickets to those members of the homeless community seeking to escape the temptations and suffering of homelessness and return to family and friends. But one of these programs has been found to have no vetting process, providing free tickets to anyone — homeless or not — who applies.
