Step-by-step: Position the patient supine with legs slightly apart and relaxed. Identify the midpoint between the pubic symphysis and the greater trochanter (this marks the course of the femoral artery beneath the inguinal ligament). Place your index and middle fingers just below the inguinal ligament, slightly medial to that midpoint. Press gently but firmly towards the posterior aspect until you feel the pulsation.
