This is likely caused by a faulty or worn dry clutch pack that is specifically used in the Honda HS522, HS622, and even the newest HSS622 series of snowblowers. Due its compact "urban" size, Honda opted to use the same dry clutch system (instead of conventional belts) used in some of their smaller motorbikes to couple the blower to the engine. The advantages of dry clutch systems is that they tend to be quite reliable and are extremely easy to service when they're worn out.
