New rehab framework to give vape abusers a second chance: Health Minister

Vape and etomidate abusers who come forward to seek help will not have an offence record and instead of prosecution, will face a fine and be required to attend rehabilitation, said Health Minister Ong Ye Kung at a joint press conference on Thursday (Aug 28).
