While en route, units were advised Sandra called in reporting her family member, Brandon was on scene, described as a black male wearing a red hoodie and blue jeans. Upon arrival with other units, officers made contact with Brandon. the suspect was told he was under arrest. Brandon actively resisted being handcuffed by pulling away from Officers and grabbing hold of the fence, and verbally refusing to comply with Officer commands. Brandon was placed onto the ground where Officers were able to gain control of Brandon's hand, and complete the apprehension, handcuffing Brandon's hands behind his back. Brandon was searched incident to arrest and a small black plastic baggie was located in his pocket. Officers opened the baggie to which they found a white powdery substance which resembled cr*ck/coc*ine based on my knowledge and training. The substance was field tested for coc**ne, and field tested positive.
