Normally a pre-mix of Cochineal extract must be crushed and added to hot water with alum and other mordants. Then sodium carbonate must be added to basify the chemical dye or pigment. Carminic acid concentrations are normally around 15-24% for the Cochineal powder but this type I will show the link where I got it is around 50% carminic acid. It has been extracted with mordants, bases, and other materials to make the Carminic acid very soluble in water and normally it is not as soluble in water even at high temperatures. Carminic acid if heated past 120 degrees C will decompose so keep the extract in the water near 40-60 degrees C with lots of stirring. One sample was with 5 ml of 28% Ammonia hydroxide from Prolab Scientific which turned it very dark purple. I also tried off-camera to add 98.5% glacial acetic acid to 100 ml of the leftover cochineal extract to see if it would go deep Red in color. It sort of did but I think more acetic acid is needed for this color change. Be careful with this dye and the chemicals used to adjust the pH. It stains, is irritating and is bad for your eyes wear PPE while doing this.
