(6 Apr 1995) English/Nat In meetings Monday with Pakistani Prime Minister Benazir Bhutto - U-S Congressional leaders stopped short of commitments to lift economic sanctions against her country. Bhutto is in Washington this week - looking to encourage American lawmakers and President Clinton to ease U.S. restrictions against Pakistan and boost American investment in the country's troubled economy. She meets today with President Clinton - who has offered to review the sanctions. Prime Minister Bhutto began her mission on Capitol Hill. Her hope was to convince lawmakers that Pakistan could be trusted as a moderate Muslim state - open to aid and investment from the West. Senate Majority leader Bob Dole could only offer a sympathetic ear - and assurances that the matter of sanctions would be reviewed. SOUNDBITE: "I'm impressed with the arguments made, so I'm going to follow up on it and see if I can help resolve the problem." SUPER CAPTION: Senator Bob Dole But the prime minister wants more than moral support. She wants the lifting of sanctions authored by Senator Larry Pressler in 1990 - and brought on by U-S concerns for Pakistan's nuclear programme. At stake is a deal for twenty-eight F-16 fighter jets - held up by the U-S sanctions. SOUNDBITE: "We'd like to work with the United States promote non-proliferation. Unfortunately we see the Pressler amendment as an obstacle in the way of non-proliferation. So we share the same goals, and we're here to find ways in which we can reach those goals which are so important to world peace and stability." SUPER CAPTION: Benizar Bhutto There is some sentiment in Congress over Pakistani concerns for the balance of power in the region. SOUNDBITE: "I think that most members of the Senate are very uncomfortable with the thought that we have taken money from the government of Pakistan and have not delivered the planes. Now we should either deliver the planes or give back the money or, as the Prime Minister has suggested, try to help in a regional solution so there is non- discrimination with regard to Pakistan and India." SUPER CAPTION: Senator Richard Lugar Bhutto is scheduled to meet President Clinton today - and will likely urge the adminstration to use its influence to boost American trade with Pakistan.
