In August 2023, Mr Samson Muhapi, representing Africa RISE as a data expert and Board Chairperson, played a central role in the Stakeholders' Validation Workshop for Namibia's Data Protection Bill. Key details from the workshop and the Bill's status include: • Workshop Details: Held on August 22–23, 2023, at the NamPower Convention Centre in Windhoek, the event was organised by the Ministry of Information and Communication Technology (MICT) with technical support from the EU-funded Africa RISE program. • Muhapi's Contributions: During the sessions, Mr Muhapi detailed that the Bill is structured into eight parts and emphasised that its codes of conduct would be developed collaboratively with stakeholders. He highlighted that the legislation would require data controllers to be certified to process personal data and noted that non-compliance would result in sanctions. • Current Status (2025): Following the 2023 validation and subsequent reviews, the MICT announced in August 2025 that the Data Protection Bill is scheduled to be tabled in Parliament in September 2025. • Objectives: The Bill aims to safeguard individual privacy rights under Article 13 of the Namibian Constitution while establishing a Data Protection Supervisory Authority to enforce ethical data use.
