Wide of interior of meeting room STORYLINE: United States Homeland Security Secretary Michael Chertoff met on Tuesday with senior Chinese communist party members and security officials, two weeks ahead of Chinese President Hu Jintao's visit to the US. A ranking member of the Communist Party's standing committee told Chertoff that Beijing and Washington should prepare well for the upcoming visit. Luo Gan also emphasised that the United States should not support Taiwan's independence. "China hopes the United States will adhere to the 'One China' policy and principles in three joint documents between China and the US and will not support Taiwan's independence nor send the wrong signals to Taiwan secessionists", said Luo. Before the start of his Asian tour Chertoff said he would discuss port security as well as steps to speed up the return of Chinese citizens caught illegally entering the United States. Chertoff told The Associated Press that China had refused to take back an estimated 39-thousand citizens who had been denied immigration to the United States and have clogged detention centres at federal expense. Chertoff said that China last year readmitted only 800 people. Currently, 687 Chinese are being held in federal detention facilities, at a daily rate of 95 US dollars each, while some 38-thousand have been released on bond or under a monitoring programme, such as wearing an electronic surveillance bracelet, the Homeland Security Department reported. The Homeland Security Department aims to end its "catch and release" immigration policy by October 1. After that date, all illegal immigrants will be held in US detention centres until they can be returned to their home countries. Over the past five years, Homeland Security has deported more than 2,580 Chinese nationals, department data shows. Chertoff said financial decisions and a cumbersome process may contribute to China's reluctance to take back its citizens.
