Human Rights discourse endeavours to specifically delineate and advocate for a mechanism designated for groups who are vulnerable to social exclusions, adversity and ill treatments by virtue of their position, situation, age or gender—vulnerable groups. Refugee protection mechanism is one of the most poignant system amongst them which is directed to define and protect refugees and accord them protection in the countries of refuge. The concept of refugee protection stems from Articles 13 and 14 of the Universal Declaration of Human Rights which recognises the right of every person to leave and return to his/her country of origin and right to seek asylum in another country. The Convention Relating to the Status of Refugees is the key legal document and a central instrument in this aspect along with its 1967 Protocol. This conventions is premised on two pivotal principles of non-discrimination and non-refoulement which have been enshrined in Articles 3 and 33 of the Convention. These two principles are at the heart of refugee protection.
