Rudi Dicks, Head of the Project Management Office in the Presidency, is the co-lead of Operation Vulindlela (OV), a joint initiative between the Presidency and National Treasury established to accelerate priority structural reforms in critical sectors such as energy, transport, digital communications, water infrastructure, and public service efficiency. The second phase of OV, announced in April this year, also focuses on local government. Rudi Dicks was in conversation with Ann Bernstein, CDE’s executive director, on the country’s current reform efforts and how their implementation can be accelerated.
