But the Nepalese are still waiting and the deadline runs out this Sunday. Of particularl concern in the constitutional debate is the recognition of ethnic identities under the nation's new federal structure. Since its formation in the eighteenth century, Nepal has been controlled by high caste Brahmins and Chhetris. Taking to the streets of Kathmandu, members of marginalised communities sya the high caste leaders of the nation have yet to formulate any proposals to address their grievances.
