I couldn't get the express install using openiv.exe to work, so I had to figure out how to manually install this mod. I figured there would be a lot of people out there also having this issue, so I would save them some time by showing them how I was able to manually install this mod. This is for version 1.0.7.0. This following installer may fix game crashes or the game not loading. It will install the cop-mod LCPDFR though, but the required files for that cop mod are the same as the hulk mod.
