Place the meat in a bowl and add the baking soda. Mix well, cover with plastic wrap, and let it rest for 5 minutes. Rinse the meat thoroughly to remove all the baking soda. Drain well and pat dry with paper towels. In another bowl, prepare the marinade: mix garlic, sugar, soy sauce, oil, salt, black pepper, crushed red pepper, and hot sauce. Set aside. Heat oil in a skillet and sear the beef on both sides until browned. Remove and set aside. In the same skillet, sauté onion and bell pepper until tender. Return the beef to the skillet, mix with the vegetables, and pour the marinade over. Stir well. Cover and cook for 3 minutes to let the flavors blend.
