The bill aims to prohibit bulk firearm transfer unless each firearm that is part of the transfer contains a tracker. It also mandates that a seller or transferor transmitting certain information to the Secretary of State Police and establishes a database to track firearms. The proposed bill further specifies that the tracking device must be embedded in a way that would render the gun permanently inoperable if removed, disabled, or destroyed. This ridiculous legislation is a clear violation of privacy rights and constitutional protections against illegal search-and-seizure.
