One of the greatest success stories in Iraqi business and of public private partnerships, International Smart Card “Qi”, along with its State Bank partners, has been able to provide a vital service to the citizens of Iraq as well as to the government. At a time of severe economic and civil turmoil in the country, Qi launched leading edge multi biometric technology for the purpose of distributing social benefits to citizens electronically through a smart card. Providing identity management and security to the government while giving the citizens a fast and secure way to receive their benefits was at the core of Qi’s value proposition. In a society that remains more than 80% unbanked, building acceptance among both the government and citizens for this concept was a difficult challenge. Everything from enrollment, distribution, and acceptance network had to be addressed. Qi, with its partners, did this with amazing integrity. So successful were its efforts, that soon after the initial establishment, it began to expand. Qi became and remains today the standard for electronic payment in Iraq. After more than ten years of operation, Qi now serves nearly 8M citizens and more than 400 government agencies with its services. It has more than 200 enrollment centers around the country and more than fifteen thousand points of sale available for either cash out or retail transactions. In 2017 Qi launched its MasterCard into the market and to date has nearly 1.4 Million MasterCard holders. In May of 2019, Qi launched a co-badge version of its service offering the next generation Qi biometric technology co-hosted on the MasterCard. To date Qi has issued nearly 200K co-badge cards.
