About this Event In a period of renewed interest in war gaming, the interwar years at the US Naval War College are looked upon as the halcyon days of war gaming, and have assumed mythic proportions, particularly as related to “predicting” the course of the war in the Pacific, i.e. War Plan Orange. The comment by Fleet Admiral Chester W. Nimitz that “…nothing that happened during the war was a surprise…except the kamikaze” has reinforced this perception. Drawing on the works of Edward Miller, John Hattendorf and Michael Vlahos, this talk seeks to put war gaming at the college from 1919 to 1939 within the broader context of the military education and strategy development of the time, and clarify some of the myths that have grown up around that period. Pete Pellegrino is a retired naval commander and game designer with Valiant Integrated Services, supporting the US Naval War College as lead for war game design and adjudication since 2004. Along with professional war games, Pete has provided ‘business war games’ for Fortune 500 companies, consults for major toy and game companies and conducts historic simulation and war game events for civic groups, universities and high schools through Table Top History, LLC. Biography: Pete Pellegrino is a Senior Military Analyst with Valiant Integrated Services supporting the War Gaming Department, Center for Naval Warfare Studies, US Naval War College, as Lead for Game Design and Adjudication. Mr. Pellegrino is a former squadron commander with 22 years of service as an EA-6B Naval Flight Officer and served as the Game Division Director for the War Gaming Department from 2004 until his retirement from active duty in 2007. While assigned as military faculty, Mr. Pellegrino also taught war gaming design and strategic game theory electives. Mr. Pellegrino attended the British Joint Services Command and Staff College and received his master’s degree in Defense Studies from King’s College London and received his Bachelor of Science degree from Pennsylvania State University. While Mr. Pellegrino supports the full range of War Gaming Department projects, his primary research and game design efforts are focused on the department’s support of the Chief of Naval Operation’s Title 10 organize, train and equip requirements, principally through the Global War Game series; other game series include cyber warfare and strategic deterrence. He writes and lectures on the use of game design as a problem-solving framework and adjudication techniques. He also has a keen interest in war gaming during the inter-war period and conducts lectures and walking tours on the college’s gaming history. Mr. Pellegrino’s other interests include corporate gaming and designing historic simulation games for students. He has conducted pandemic games for the US European Command and Dartmouth College’s health and public policy center, and run “business war games” for Fortune 500 companies. He is a contributing game designer to Junior General, a website dedicated to the use of gaming in secondary education. He has served as a panelist at the PAXEast gaming convention, discussing gaming and education, and is a consultant to major toy and game manufacturers.
