Over four and a half years have passed since the launch of the national human rights strategy on September 11, 2021. With the announcement of this strategy, Egypt became one of 79 UN member states that have adopted national human rights strategies and action plans, representing 40.9% of UN member states. Egypt is among 20 African countries with updated national human rights strategies, indicating that only 36% of African Union member states have and are updating these strategies and plans. This creates a pressing need for national strategies in countries, particularly in Africa, as national strategies serve as a reference document that organizes the relationship between public policies and human rights principles. Additionally, there are significant benefits to adopting these strategies, including: Ratifying additional international human rights standards and effectively integrating these standards into laws and actual practices; Incorporating the targets of national human rights strategies into development plans and national budgets; Improving the institutional framework for human rights in African countries; Increasing partnerships with international organizations to implement these strategies, as African countries are particularly in need of technical, financial, and institutional support due to wars and violent tensions that undermine their institutions; Better implementation of economic, social, and cultural rights, leading to improved quality of life, particularly for vulnerable groups; Establishing rights-based programs for vulnerable and needy populations. Monitoring the implementation of national human rights strategy outcomes is essential for measuring the achievement of targeted results and expediting their execution. After more than four and a half years since the national human rights strategy’s adoption, the authorities responsible for implementing the targeted outcomes have taken noteworthy measures and actions at the legislative level, in public policies, alongside practical executive measures. There’s also several challenges persist in implementing the national human rights strategy in Egypt, which will be discussed In the side event. Also, a plan is underway to prepare the second phase of the national human rights strategy, covering the period from 2026 to 2031. This phase aims to update the commitments made in the first version of the strategy and ensure continuity while introducing new voluntary commitments in line with emerging changes, particularly digital transformations. Therefore, it is crucial to discuss additional developments in preparing the second phase of the national human rights strategy during this event, which coincides with the 61st session of the Human Rights Council.v
