Welcome to the third session of the Healthcare Database Systems series. In this video, we tackle two critical aspects of health IT: ensuring data efficiency through Normalization and ensuring patient privacy through HIPAA compliance. We begin by exploring the rigorous process of Database Normalization. You will learn how to organize complex healthcare datasets to reduce redundancy and prevent data anomalies. We break down the "forms" step-by-step: First Normal Form (1NF): Eliminating repeating groups and ensuring atomicity. Second Normal Form (2NF): Removing partial dependencies. Third Normal Form (3NF): Eliminating transitive dependencies to ensure data integrity. In the second half, we shift to the regulatory constraints that every US health database must verify. We discuss the Health Insurance Portability and Accountability Act (HIPAA), focusing specifically on the Privacy Rule and methods for De-identification. We examine the 18 identifiers that constitute Protected Health Information (PHI) and how to design databases that balance data utility with patient anonymity.
