Pakistan’s economic dependence on the International Monetary Fund has once again come into sharp focus. The IMF has rejected a request from Prime Minister Shehbaz Sharif’s government to reduce GST on condoms, sanitary pads, and baby diapers, dealing a blow to efforts aimed at easing inflationary pressure on ordinary citizens. Condoms will continue to attract an 18 percent GST, keeping contraceptives costly in a country grappling with one of the world’s fastest population growth rates. The proposal, sent by Pakistan’s Federal Board of Revenue to the IMF headquarters in Washington, estimated a revenue loss of up to 600 million Pakistani rupees. However, the IMF made it clear that tax relief measures cannot be introduced mid–fiscal year, especially when Pakistan is struggling to meet revised revenue targets under its bailout programme. With population growth at 2.55 percent and nearly six million people added annually, the decision has sparked debate over Pakistan’s policy priorities.
