The Court of Appeals for the District of Columbia Circuit tackled that question in Telecommunications Research and Action Center versus Federal Communications Commission. A T and T was alleged to have illegally overcharged consumers for certain telephone services. The Federal Communications Commission, or F C C, was supposed to decide whether A T and T had to reimburse consumers, but had taken no action in over five years. The Telecommunications Research and Action Center, or TRAC, a nonprofit public-interest group, sued the F C C, seeking a writ of mandamus forcing the F C C to decide the matter.
