Then you must copy the map file named Napoleonic Europe Map 4 and paste it to your Maps folder which is in the upper folder. To load up the napoleonic wars scenario itself, while setting up your game, choose additional maps, then find "Napoleonic Europe map 4" and click it, then tick the load scenario radiobox.
