(27 Feb 2004) 1. Wide of rebel commander Guy Philippe with other rebel commanders Gilbert Dragon and Louis Jadel Chamblain walking out the gate 2. Guy Philippe walking past camera 3. SOUNDBITE (English), Guy Philippe, Haitian rebel commander: "We''''''''ve already given peace a chance. When I talked about giving peace a chance, it was the four days we spent here waiting for the negotiations. As of yesterday the opposition rejected the international plan, so there is nothing we can do. As every day that is going, Aristide is killing innocent people. Yesterday he burned another house in Port au Prince and he keeps on killing students, keeps on stealing the country´s money, so we have to put an end to this." 4. Wide of rebels with assault rifles around a house 5. SOUNDBITE (English), Guy Philippe, Haitian rebel commander: "We plan to go to Port Au Prince and arrest Mr Aristide. This is our plan. We don´t want to fight anybody. We called for everybody to stay at home, not to fight against us because we are fighting for them. All those ''''''''Chimers'''''''' (name of pro-Aristide militants), we have nothing against them . We know what happened, we know that Mr. Aristide gave them some money, we know how poor they are, we know why they are in the streets fighting for Aristide and I am just telling them (that) they don´t have to fight. We are not there for them, we are only there for Aristide." (Q: But are you ready to go into the capital?) "We are already in the capital and we are ready to arrest Mr Aristide. I know that maybe we will have some fight, we are ready for that . We are ready to pay the price." (Q: Can you tell us how soon?) "I think very soon. Very very soon. I can''''''''t say the exact date. We just hope that today Mr Aristide (would) resign and avoid this (confrontation) but if these guys keep on killing innocent people, keep on burning businesses, keep on destroying the country, we have no choice but to attack." 6. Two rebels armed with assault rifles patrolling a street 7. SOUNDBITE (English), Guy Philippe, Haitian rebel commander: "There is no deadline. We can attack today or tomorrow or the day after tomorrow. But our men are just taking their places and just surrounding the capital and finding pockets of resistance. Whenever all is set up, we can attack, start the attack." 8. Tracking shot of rebel soldier pointing rifle 9. Various of rebel soldier with rifle 10. Mid shot of car with rebel soldiers driving away STORYLINE: One of the Haitian rebel commanders said on Thursday that he is ready to attack the capital "very soon" and confirmed the presence of his troops outside the Haitian capital. Guy Phillipe didn''''''''t give a date for the attack but said it could occur very, very soon. He said that he expected pockets of resistance and urged president Jean Bertrand Aristide to resign and avoid confrontation. "We plan to go to Port Au Prince and arrest Mr Aristide. This is our plan. We don´t want to fight anybody we called for everybody to stay at home, not to fight against us because we are fighting for them," Phillipe added. The rebel commander went out on patrol in the streets of the rebel controled city of Cap Haitien in northern Haiti. He was accompanied by two other top rebel commanders, Gilbert Dragon and Louis Chamblain and a couple of dozen heavily armed rebel soldiers, equipped with assault rifles. Meanwhile, foreigners and Haitians continued to flee the city Thursday. But many of the dozens of barricades set up on Wednesday, and where people were robbed, were unmanned on Thursday. It was not clear why.
