Are you missing some of the new ghoul perk cards, OR any of the other higher level perk cards in fallout 76? There are 4 NEW Ghoul related perk cards in each of the 7 S.P.E.C.I.A.L. stats in fallout 76, but you may have started a new character or just decided to turn your level 120 into a ghoul, but are confused. The answer is prob a lot simpler than you would have thought but is a game mechanic that we all forget about past level 50!
