On August 8, 2024, shocking dashcam footage from Jonesboro, Arkansas, revealed Officer Joseph Tucker Harris assaulting a detainee, Billy Lee Coram, in the back of a patrol car. Coram, who had swallowed fentanyl wrapped in aluminum foil, was begging to be taken to the hospital, warning officers that he could die. Instead of receiving medical care, the footage shows Harris repeatedly punching, elbowing, tasing, and even slamming the car door into Coram’s head — all while Coram was handcuffed and restrained. The video led to Harris being fired, arrested, and charged with aggravated assault, third-degree battery, and filing a false police report. Coram has since filed a federal lawsuit against Harris, the police chief, and the City of Jonesboro, alleging excessive force and denial of medical care.
