Now usually (at least from what I've gathered browsing the forums for past instances of ppl complaining etc) the pirate NPC's in level 1-4 corrupted systems are only really themselves a danger to autopiloters when there's no Suppression at all (which spawns rats that directly fight and depending on the level compared to the Corruption level can pretty easily kill them off as they even get their own sentry guns at level 5 lol) and ofc the carebears are aware of this so they immediately try to get that all the way to 5 which I believe also has the effect of capping the max Corruption of a system altogether. I have however thought up a way to make the pirate rats more relevant again and that's by pretty much going to war against the Upwell rats, which can be tricky as a neutral because well it's not like the pirate rats will not still shoot at you but otherwise you just lose some imo useless Mordu's Legion standing for shooting them. BTW the Upwell sentry guns that spawn at higher suppression levels can also be destroyed (they respawn after a while but it's not for like a couple hours or something) If you're wondering why I was in a logi ship I've been experimenting with different ways of countering people shooting the pirates themselves but given that theirs no bounties and from what ive seen no loot for doing so theirs not any long term incentive for it, but it is an option. I'm still not 100% sure of the exact variables that determine when and why the rats swap targets but as long as theres something for them to shoot at they dont leave at least for a while, but will warp out a few seconds afterward so keeping them there involves bouncing when something else has already landed cloaking and remembering to decloak the moment either the AP'er has made it to the gate or right before it dies, which thanks to the new GFX effects is alot easier to see now.
