TUTU dress on an elastic band DIY - part 2

MASTER CLASS. This is the second part of my video about how to make a TUTU dress on an elastic band, where I show the whole process of decorating the top of this dress with flowers. I also talk about what else there are options for decorating the top of this dress, and show the photo of the finished dress. In the first part of the this video (DIY), I clearly show the whole process of making such a dress and I give an explanation for each stage. In my video you will see what you need to take for such a dress, how to make a base for it from two rubber bands on your size, how to tie a tulle (NOT like for a TUTU skirt). Also I tell how to decide on the length of the dress, i.e. which length of the tulle strip you need to take for the dress of your length. In general, in the video, I describe in detail the entire process of assembling the dress on an elastic band.
