The terms of this ban place an obligation on shipping and insurance companies to ensure that Russia did not sell oil for more than this price. However Russia have been EVADING these Sanctions by using a fleet of DARK & GRAY TANKERS. Many of these tankers are Old and decrepit and there is a serious risk of an ENVIRONMENTAL DISASTER occurring. Russia's OIL & GAS Revenue is down 65% in the first 10 months of 2023 compared with the revenue Russia was earning prior to the invasion of Ukraine and the financial pressure has forced Russia to utilise this old fleet of tankers to avoid the Oil Price Cap.
