In the United States, an estimated 1–2% of incarcerated individuals are living with HIV, and 70–80% of jail detainees have a substance use disorder (SUD). Following release, this population faces an elevated risk of relapse, overdose mortality, and HIV infection. This webinar highlights two NIDA-funded intervention studies that engage county sheriffs, jail systems, and community partners to address these overlapping public health crises. Presenters share early lessons from TechMPower, a pilot study in New York State that bundles implementation strategies to expand evidence-based practices (EBPs) for preventing adverse HIV- and SUD-related outcomes—informing its planned expansion to six county jails across New York and New Jersey through 2029. The session also features findings from Communities That HEAL (CTH), part of the HEALing Communities Study conducted in 67 counties across Kentucky, Massachusetts, New York, and Ohio, focusing on increasing overdose education and naloxone distribution within community jail settings.
