There are serious lessons that the City of Cape Town can learn from this city in Brazil. We can turn our rubbish into a resource that can earn a living for our poor. The present practice of paying people to pick up rubbish only causes problems as the moment you stop paying them they start dumping in the hopes that we will pay them some more to clean it up again. So, what about buying the rubbish from them, using vouchers, bus tickets, vegetables or cold hard cash? I can just imagine what this beautiful city would look like if every bergie received a R20 or a bag of food for a shopping trolley of rubbish. A side-effect of this cleaning program would also be on crime as there is a clear link between grime and crime. Crime flourishes in areas that are not clean and well-maintained.
