US Secretary of State Marco Rubio is meeting his Russian counterpart Sergei Lavrov today in Saudi Arabia. Talks are aimed at setting up negotiations for a peace plan for Ukraine without Kyiv or Europe at the table. It's the first high-level meeting between the two countries since the start of Russia's full-scale invasion of its neighbor three years ago.
