Happening Now: Senate Fails To Advance Competing Health Care Plans, NDAA

The Senate on Thursday failed to move two competing health care bills as Affordable Care Act subsidies, which overtook headlines during the record-long government shutdown, are set to expire at the end of the month. GOP leaders are faced with a political dilemma: Either extend the subsidies and endorse ObamaCare, which Republicans have long opposed, or let the subsidies expire ahead of next year’s midterms and deal with the political fallout. Instead of an extension of the enhanced tax credits, Republicans proposed a plan to convert them into contributions to health savings accounts (HSA). Separately, Democrats are pushing for a three-year extension as insurance premiums rise. The Senate will also scheduled to hold an initial preliminary vote on the mammoth defense spending bill that passed the House a day earlier. Voting began at 11:30 a.m. EST.
