Perp Learned the Hard Way for Not Stopping – FHP Ends Chase with Bang!

FHP Incident Report: I, Trooper B. Ruis (ID #1586), am employed by the Florida Highway Patrol and have been since November 2020. I am a felony officer assigned to the Criminal Interdiction Unit (CIU). The CIU consists of specially trained troopers designated as felony officers and canine handlers who are strategically assigned throughout the state to patrol the interstate system and other highways to detect and apprehend drug couriers and other criminal activity. On November 2, 2024, at approximately 10:34 PM, I was patrolling United States Highway 90 (US-90) westbound in Leon County, Florida. I was in my Florida Highway Patrol law enforcement Dodge Charger patrol vehicle, which prominently displayed agency insignia, when Captain R. Martina (ID #041) contacted the Tallahassee Regional Communications Center (TRCC) via radio. He informed TRCC that he was attempting to conduct a traffic stop on a blue Kia sedan (FL license plate 83DRYA) that had fled from the Tallahassee Police Department (TPD) on US-90. The suspect vehicle refused to stop for Captain Martina and fled at a high rate of speed. Captain Martina performed several Precision Immobilization Techniques (PITs), but the suspect vehicle continued to flee at a high rate of speed. With my emergency lights activated, I observed the suspect vehicle traveling eastbound on US-90, just west of Blountstown Highway, with Captain Martina in pursuit. I turned north on Blountstown Highway and attempted to overtake the suspect vehicle. The suspect vehicle then turned east onto Pensacola Street at a high rate of speed. While on Pensacola Street, near Hamilton Park Drive, I performed a successful PIT maneuver. The vehicle came to a final rest on Century Park Drive, facing west. I exited my patrol vehicle, drew my agency-issued firearm, and approached the suspect vehicle. I observed three Black males inside the vehicle. I gave loud verbal commands instructing them to stop moving and to show me their hands. Trooper S. Whritenour (ID #1102), Trooper E. Foran (ID #1494), and Trooper N. Cabe (ID #774) approached the vehicle and assisted in removing the individuals from the vehicle and detaining them in handcuffs. The driver was later identified as Malik Aziz Miller. All events occurred in Leon County, Florida, and were captured on the in-car video and audio system of FHP0136. TPD Incident Report Summary: On 11/02/2024, I was assigned to the Violent Crimes Response Team (VCRT). Sgt. Smith attempted a traffic stop on a blue Kia sedan (FL tag 83DRYA) for a seatbelt violation at the intersection of Famu Way and South Adams Street. The driver, observed not wearing a seatbelt, fled when Sgt. Smith activated his emergency lights. LCSO Air One tracked the vehicle as it fled northbound on Adams Street at high speed, overtaking vehicles in the opposite lane. FHP units pursued the suspect, who rammed an FHP patrol vehicle and evaded multiple PIT attempts. FHP eventually disabled the vehicle with a successful PIT maneuver at Central Park and Pensacola Street. The driver, Malik Miller, was arrested, along with passengers Kendrick Kelly and Jaiven Stanley. A search of the vehicle by Detective Marchionda found 75.5 grams of marijuana. Miller admitted to purchasing the marijuana from his dealer before the traffic stop and fleeing due to fear. He apologized to the pursuing trooper during an interview. Miller was charged with aggravated fleeing and eluding, as well as possession of more than 20 grams of cannabis. All contraband, including Miller’s phone, was impounded.
