Civil Society in Post Euromaidan Ukraine From Revolution to Consolidation, Natalia Shapovalova

Full interview with Dr. Natalia Shapovalova on "Civil Society in Post-Euromaidan Ukraine: From Revolution to Consolidation," Kharkiv, Ukraine, 22 December 2018. Twenty authors, both Ukrainians and foreigners, contributed. Goal was to examine what happened with civil society and within civil society itself since the Euromaidan protest 0:34 Our understanding of what 'civil society' is has changed. In the 1990s, 2000s, civil society was a western concept built around NGOs that adopt and pursue democratic values, liberal values. In Ukraine, civil society was much more diverse and rich, e.g. church social activism, volunteer groups that help the Ukrainian army, internally displaced people (IDPs). Civil society filled the vacuum left behind by the state 1:33 Openness of civic space. State began recognizing civil society as a powerful actor. The Ukrainian government perceived civil society as potentially dangerous that could undermine their power. So we didn't define civil society as it was too diverse 2:25 Three concepts emerged: civil society as an actor, civil society and society, civil society and the state, e.g. public policy, helping army 3:05 We wanted to underline that civil society is about values, civility, and human rights, e.g. LGBTQ 4:00 Conflict is a powerful factor of mobilization of civil society. When the state uses violence against peaceful citizens, it fuels resistance with greater mobilization of civil society. Is perpetual conflict necessary to sustain civil society? 5:15 Immediately after the Euromaidan protests finished Russia invaded Ukraine and seized Crimea. Where the state failed to protect the country, civil society immediately took more responsibility for the fate of their country, national mobilization by civic society. Russian aggression was a very powerful factor that mobilized civil society in Ukraine 6:37 Mass mobilization of civil society was spontaneous 7:40 Very unique to Ukraine was that citizens took over the state's monopoly for the use of violence. Civil society groups supplied the army and battalions with arms, supplies, food, clothing, etc. Is this sustainable? Many civil society actors and groups disappeared when the violence subsided and the state assumed more control 9:00 Few civil society actors professionalized and converted into more stabilized entities. Turned to foreign donors. Setting goals, strategies, staff management, budgets, donors, etc. 11:52 Ukrainian Think Tanks in the Post-Euromaidan period 13:12 Book was a sequel to a journal published by the Kyiv-Mohyla Academy. I was surprised by how little we know about civil society, e.g. diaspora networks, grassroots networks. More studies are required, many areas not covered 16:25 Social trust: What is the level of trust in Ukraine? 17:45 Civil society groups are trying to become less dependent on foreign donors. Few groups are completely independent 18:10 Polls suggest civil society groups, volunteers groups enjoy the highest levels of trust. Some people abuse 'civil society' so we need a standard of behaviour, code of ethics 19:37 Successful example of Church and society in Ukraine 23:23 Civil society is an ongoing process with no firm conclusions. Patterns emerge instead. Civic activism is less formal, more fluid, more horizontal, no rigid structures, more diverse participants 25:10 Civil society is also a space of different ideas, values and strategies. We also wanted to show that civil society is not necessarily good, it can be very ambivalent for democracy. Dependency on foreign donors have not been overcome 28:15 How should civil society cooperate with the state? Use of violence by civil society 30:20 Civil society is not just about measuring membership or participation 33:30 Civic space is the key for public protests. Public protests are possible in Ukraine, much less so in Russia Civil Society in Post-Euromaidan Ukraine: From Revolution to Consolidation by Natalia Shapovalova (Editor, Contributor), Olga Burlyuk (Editor, Contributor), Richard Youngs (Foreword), Andreas Umland (Series Editor) Paperback & Electronic: 400 pages Publisher: ibidem Press (November 2018) Available from Amazon and Columbia University Press https://www.amazon.ca/Civil-Society-P... https://cup.columbia.edu/book/civil-s...
