This webinar took place on 22 March 2023. While better business environments are essential for promoting peace and stability, the conditions found in fragile and conflict-affected situations make programming difficult and present specific challenges for agencies and their development partners. High levels of informality contribute to a challenging business environment. This webinar considered the challenges facing donor and development agencies that support business environment reform in fragile and conflict-affected situations. It presented the findings of recent reports on the topic, and zoomed in on the issue of dealing with informality in such contexts. The goal of business environment reform in these settings is to support firms that can formalize while helping subsistence firms to grow or become more productive. The webinar also presented a case study of supporting a new Company Law in the Palestine Occupied Territories, where The World Bank has supported the Ministry of National Economy since 2017 to reform the business regulatory environment. This includes “quick win” reforms and more comprehensive transformations.
