Don Reinertsen's fully quantified Cost of Delay model for prioritising backlogs sourced from many stakeholders is inspired, but many organisations struggle with implementing it and abandon attempts to have a rational discussion about value because "it's too hard to quantify in real money". And often, it is hard to forecast real money, and other factors such as Risk really do play a part in understanding value. Dean Leffingwell introduced a Cost-of-Delay model based on relative estimation in the Scaled Agile Framework, and it is one of the most powerful aspects of the framework - not least because you can benefit from it regardless of whether you are employing other aspects of SAFe. In this session, you will learn not just the theory of economic prioritization using COD but how to both introduce and apply it. After a brief theoretical discussion, we participated in the "SAFe City" game - a portfolio prioritization simulation developed to help people move from theory to action in the application of WSJF.
