PSI Suspended in Margao Assaault Case: MLA Carloas Ferreira

This news of a custodial assault at the Margão Police Station of a youth on 22nd October, 2025 is making the Police Station notorious like in some other States across India. The facts as I learnt is that there was a PCR call that a youth at Navelim, Salcete, was drunk and creating nuisance by stopping traffic on the road. So when they went there they found this boy Edberg Pereira apparently totally drunk and creating a nuisance. So they apprehended him and took him to the Margão Police Station. Apparently at the Margão Police Station he was allegedly misbehaving again allegedly in a drunken stupor. I also learnt that the PSI Shirwaikar who was at the PS recording the complaint of the complainant (in respect of this Navelim address) got up and confronted this boy. Took him at the back and struck him. This led to his fall and consequential hit on the head and the resultant injuries. It has been reported that the PSI has been suspended pending inquiry. I have seen the video clip of SP of South Goa Tikaram Singh who claimed that the victim lost his balance and fell down resulting in his injuries. He also stated that the PSI has been suspended pending the inquiry. The questions now arise: A) if SP Tikaram’s statement is correct that Edberg lost his balance and fell down, then what more remains to inquire about? B)Secondly, if Edberg simply lost his balance, why has a PSI been suspended? C) why not a Constable who was suspended and why a PSI? D) And why would anyone for that matter be suspended if Edberg simply lost balance and fell down? E) Does Margão PS have CCtV cameras? F) if they have CcTV cameras are they working? G) if they are working, has the footage been taken? H) if the footage of the time of incident has disappeared, then it is clear that evidence has been made to disappear I) if there is no camera coverage at this place then how and why did this boy reach this spot where there is no footage and happen to lose his balance and happen to fall at this place? J) is SP Tikaram being truthful or is he trying to cover up this crime to make it seem like a fall by the boy himself? H) would SP need to be booked for causing evidence to disappear? Please note that for such offence - no official sanction is needed to register the offence. K) can we believe that Edberg Pereira and his family will get justice? L) Can we trust the Police to investigate an offence against one of their own policemen? And especially when SP Tikaram has already stated that the injury was as a result of his imbalance? M) whoever of Goa Police carries out an investigation- whether any other P.S or Crime Branch, can we trust them? On my part I won’t trust the Goa Police in this case. It is important to have this case handed over to the Retired High Court Judge. If the CCTV cameras are non-functional at the PS or do not cover the PS, we will have to move the Supreme Court for contempt proceedings because these directions for CCtV cameras were issued by the Supreme Court socially because of these high handed and illegal acts at the Police Stations.
