However, it became a hidden unaccessable city because the developers dropped after the demo and rebuilt the new city - Palmont. -----How to access the san juan city in free roam? It is a glitch and this video will demonstrate you how to access it. -----I didn't record the police chase because the fps has significantly dropped to 20 fps in heat 4, and stay in around 5 fps in heat 5 because there are so many cops.
