Around 5:43 PM on June 22, 2019, Officer Devin Corso with the Wall Township Police Depart observed a vehicle being driven the wrong-way in the southbound lane of Route 35. Officer Corso initiated a traffic stop and made contact with the driver, who was identified as 21-year-old Kayla Armando. He asked the driver where she and her two passengers were coming from. Kayla told him that they had left someone’s beach house in Lavallette, and that they were headed all the way back to Morris County, NJ. When Officer Corso asked Kayla if she had anything to drink earlier that night, Kayla admitted to consuming only 1 glass of wine. Based on her admission to consuming alcohol, she was asked to exit the vehicle and participate in a voluntary field sobriety exercise. Officer Corso started with the Horizontal Gaze Nystagmus (HGN) test and instructed Kayla to stand still with her hands by her side and follow the tip of his finger. Once the HGN test was complete, Officer Corso decided to not test for impairment any further. After the HGN test was complete, Officer Corso briefly conversed with the other officer and decided to let Kayla leave the scene without arresting her for driving under the influence. Instead, he only cited her for Careless Driving under 39:4-97. Court records indicate that on August 6, 2019, Kayla pleaded guilty to careless driving and paid a total of $97.85 in fines for this incident. Kayla already had another DWI on her record from June 17, 2017 in Little Falls, NJ. After this incident of actually passing a field sobriety test, Kayla would go on to be arrested for her SECOND DWI in Morristown, NJ less than 2 months later on August 1, 2019.
