Trooper's Summary: At approximately 1430 hours I was clearing a traffic stop on Old27, near Cutler Rd in Dewitt Twp. Dispatch broadcasted a BOL for a reckless Kia sedan, being followed by the caller. Dispatch assigned it to me and advised it was just North of my location. I attempted to catch up to the caller and the Kia sedan on NB Old27. The caller was following giving updates; a red Kia sedan passed his car at a high rate of speed, all over the roadway, and almost struck a SB vehicle head-on. As the suspect vehicle made its way to St John City limits, St John's PD officers Bradbury located and stopped the vehicle for speed, near Baldwin St and Traver St. I was the third vehicle on the traffic stop behind St Johns PD Officer Brown. As the other officers exited their vehicle and approached the Kia, the driver fled the scene in the vehicle. I was the first car available to pursue the suspect from the scene and drove around the city officers to catch up the suspect vehicle. I considered the imminent threat to public safety with the elements of possible OWI as I engaged in the pursuit. St Johns PD trailing behind me shortly after the pursuit began and continued calling out locations/crossroads. I used my Reg10 dispatch for myself, as Clinton was already talking with Clinton’s primary channel. The red Kia traveled north on Old27, exited NB Old27 to the NB US127 Off ramp, the wrong direction. It was at this point the suspect's overt action to drive into oncoming lane of travel, on a limited access freeway took precedence. I caught up to the suspect vehicle approximately 2/3 up the ramp. My intention with my patrol car was to mediate the threat of an oncoming civilian crash on the freeway. As I sped up to the vehicle, the suspect made overt actions of braking and swerving his vehicle towards me as we continued up the US127 off ramp. As the vehicle braked abruptly during my PIT attempt, I considered if his intentions were to PIT me or evade my intervention to continue on NB US127 the wrong way. I overtook the vehicle and made contact with the driver’s side front fender with my passenger side-center of my patrol car. To reduce the risk of injury to myself and the suspect driver, I utilized a same direction side swipe to direct the red Kia off the roadway. The Kia left the roadway on the west most shoulder. The vehicle continued through the grass median area and entered onto NB US127, the correct direction. I assessed the condition of my vehicle after cutting the dirt median and ditch. My vehicle did not show any signs of obvious damage or limitations. A short time later, the suspect vehicle's front passenger side tire began to smoke and blew out while NB on Old27. As I radioed to Reg10 the tire blew, and I was told to stand down. I immediately pulled off to the right shoulder and allowed the other pursuing officers to continue by. The driver slowed and turned through an intersection to travel SB on Old27. I positioned my vehicle to be ready for a foot pursuit. The driver began to slow even more and surrendered to officers. It should be noted, once the suspect was NB on US127 after the unsuccessful PIT and contact, I observed my Reg10 radio was powered off. I switched my secondary, Clinton County programmed radio, to Reg10 to continue my radio traffic. At the conclusion of the pursuit, the driver surrender to law enforcement by holding both arms out the driver’s window. Once other officers were in position, I gave verbal commands to the driver to exit the vehicle and surrender. The driver, later identified as Pedro West was compliant with commands. West was handcuffed and immediately handed to a St. Johns PD officer on scene. The female passenger was ordered out of the vehicle and surrendered without incident. I handcuffed the passenger, later identified as Jaylah Bowers with another officer’s handcuffs. Bowers was immediately handed to Clinton County Deputy on scene. The vehicle was secured and no other occupants were located.
